Home Upgrade Support

The EASE Home Programs provides support for a range of home upgrades to improve comfort, energy efficiency, and safety. Upgrades fall into two main categories: Core Measures and Additional Measures.

Core Measures

Core Measures focus on weatherization, energy efficiency, and health and safety improvements:

  • Weatherization upgrades keep your home warm in the winter and cool in the summer—like improved insulation, duct sealing or replacement, and whole-home air sealing.
  • Energy efficiency upgrades such as smart thermostats and weatherstripping help reduce energy use and lower bills.
  • Health and safety upgrades are necessary for completing weatherization upgrades and can include pest control and mold remediation.

BayREN offers comprehensive support for these upgrades. You pay just 20% of the total project cost but no more than $1,000. Fixed pricing and direct installation are guaranteed.

Additional Measures

Additional Measures include high-efficiency electrical appliances and infrastructure improvements: 

  • High-efficiency electrical appliances like induction stoves, heat pump HVAC systems, heat pump water heaters, and electric washers and dryers improve indoor air quality, and provide safer, more consistent performance compared to gas-powered alternatives.
  • Electrical infrastructure upgrades support these new technologies.

BayREN provides comprehensive support for Additional Measures as well, including help finding and applying for third-party rebates. Installation and fixed pricing are included. 

Who Qualifies?

You can participate if you:

  • Live in a single-family home (four or fewer units) built before 2010. Qualified tenants will need property owner permission to proceed with upgrades.
  • Are a PG&E customer.
  • Have a household income under or at 120% AMI. Homes occupied by tenants will use the tenant’s household income.
  • Install at least one energy-saving weatherization measure in your planned upgrades, such as insulation, duct sealing, or duct repair or replacement.

Next Steps

Step 1: Check if You Qualify and Complete Your Application

Once your eligibility is confirmed, you will be able to schedule your complimentary in-home site visit to help you evaluate potential upgrades.

Step 2: Complete Your Site Visit

Your Energy Advisor will visit your home to verify income eligibility and provide personalized recommendations to enhance your home’s energy efficiency and comfort. You will receive an EASE Home Proposal outlining available rebates and your costs.

Step 3: Install Your Upgrades

Once you’ve reviewed your personalized Proposal and signed the Participation Agreement, we’ll match you with one of our partner contractors to schedule the installation of your new upgrades. If applicable, your contractor will apply for permits and schedule inspections to ensure everything is compliant and up to code.

Step 4: Enjoy a More Comfortable, Healthy, and Energy-Efficient Home

Pay your contractor the final costs after any applicable rebates. We’ll handle the rebate paperwork, ensuring a hassle-free experience

FAQs

What does it cost to participate?

After your free site visit, we’ll provide you with a project proposal outlining the recommended upgrades and your costs after all eligible rebates. 

  • For Core Measures like insulation and duct sealing, BayREN covers 80% of the cost, with your share capped at 20%, and shall not exceed $1,000.
  • For Additional Measures like high-efficiency electrical appliances, your cost will depend on available third-party rebates. We will help you apply for all eligible third-party rebates and determine the costs before the projects proceed. 

We offer fixed pricing with all our partner contractors, so you won’t have to worry about hidden fees or surprises. 

How will my household income be verified? 

Applicants will provide their estimated gross annual household income and household size on the application form. Then during the site visit, your Energy Advisor will do a visual inspection of your (or your tenant’s) documents to verify income eligibility. Please review the list of acceptable documentation to prepare. 

How can renters participate?

We encourage income-qualified renters to apply. However, renters will need landlord permission for the project to begin. Renters must live in a single-family home (four or fewer units). Please note that it is the renter’s income that will be used to meet program qualifications. After we’ve completed your free on-site assessment and you’ve received your proposal, the renter and landlord will need to both sign a Rental Upgrade Agreement before the project can begin. 

What rebates are included? Who will apply for the rebates?

Our team will maximize your savings by stacking and applying for all available rebates for you. Depending on availability, rebates may include: your local CCA, TECH, or Inflation Reduction Act rebates. You will be responsible for paying for the cost after rebates.

What happens after my initial assessment?

A personalized proposal will be created for your review. It is then your choice if you'd like to proceed with the recommendations provided by the Energy Advisor. You will be paired with a participating contractor to have the equipment installed in your home.

What details are included in my EASE Home Proposal?

After your site visit, your Energy Advisor will present you a EASE Home Proposal, which will provide personalized recommendations to enhance your home’s energy efficiency, health, and comfort. The Proposal will also outline the costs and any available rebates for each upgrade.

What equipment could they install in my home?

Depending on eligibility, which the energy advisor will review, upgrades include: insulation, duct sealing or duct replacement, air sealing, a smart thermostat, heat pump HVAC, heat pump water heaters, electric induction ranges and cooktops, high-efficiency electric clothes dryers or washer/dryer combo.

What if I have an existing maintenance issue in my home that prevents home energy upgrades? 

Depending on the issue, which the energy advisor will review, we may be able to help. If the issue is necessary to fix for the proper installation of your home’s recommended upgrades, such as mold or pest remediation, we will include them in your personalized proposal. However, this will be reviewed on a case by case basis.

Do I get to choose the equipment?

The program offers a limited selection of standard products. For certain appliances, which the energy advisor will review, you may be eligible to choose certain colors or finishes. If you prefer to install equipment not covered by the program, see if there are other rebates available in your area by using the Switch Is On’s incentive finder.

What if I want to use my own contractor?

To make your experience as smooth as possible, all participants must use a BayREN partner contractor. This helps us coordinate the project effectively and ensures you have a great experience.

When will I be expected to pay my co-payment?

You can expect to pay your co-payment balance to the installing contractor when your home’s project installation is complete.

I was told I cannot participate because I previously benefited from a rebate or similar program. What’s that about?

This means that you have already received incentives for the same improvement, product, equipment or service from more than one California investor-owned utility or third-party Energy Efficiency program offering incentives for the same improvement, product, equipment, or service funded with CPUC Public Purpose Program Charge funds. Households can only benefit once from CPUC incentives for the same improvement, product, equipment or service.
